A Quebec man accused of threatening Prime Minister Mark Carney over social media was declared not criminally responsible during a hearing Monday morning.

Ousmane Bah, 45, was arrested in September after he made several Facebook posts threatening to kill Carney, as well as King Charles, U.S. President Donald Trump, and the Supreme Court’s top judge Richard Wagner.

Bah was charged with uttering threats to cause death or bodily harm to a person, and promoting hatred against an identifiable group.

His arrest followed an investigation by the RCMP, which began in July. Bah was immediately ordered to undergo a psychiatric evaluation.

In light of the psychiatrist’s conclusions, Crown prosecutors decided not to pursue legal proceedings any further.

“[He] is convinced that a secret police force is attempting to kill him,” prosecutor Geneviève Baril told the court.

She added that Bah believes he is the target of a conspiracy involving King Charles, Carney and Trump.

Judge Alex Savoie then declared Bah not criminally responsible. He found that Bah was suffering from a mental disorder at the time of committing the acts that rendered him incapable of knowing what he was doing was wrong.

Bah attended the hearing from a psychiatric hospital in Quebec City, the Institut universitaire en santé mentale de Québec.

A team at the hospital will now oversee his care depending on how his condition evolves.
