Francis wins, Morrison only incumbent councillor to lose seat

Former Ward 1 councillor Fred Francis will be the new mayor of Windsor. Francis told supporters at the Fogolar Furlan Club on Monday night that he’s humbled and honoured by the result.

Francis thanked outgoing mayor Drew Dilkens for his 12 years of service and congratulated third-place finisher Kat Pasquach on her campaign.

“Thank you for choosing change,” he told the crowd. “We won’t let you down.”

Francis campaigned on a promise to end the use of strong mayor powers and made a number of policy pledges aimed at revitalizing downtown Windsor, addressing crime and homelessness, improving transit and addressing affordability.

Nearly all of Windsor’s incumbent city councillors were re-elected Monday night, according to unofficial results posted to the city’s website.

The exception was Ward 10’s Jim Morrison, who fell to Mark Masanovich.

Darcie Renaud is set to become the new councillor for Ward 1.

Former Ward 4 councillor Chris Holt, who gave up the seat in 2022 to run for mayor, has reclaimed it, after Mark McKenzie chose not to run for re-election.

Ken Acton will be the new councillor in Ward 5, and Jeremy Renaud is the new Ward 6 councillor, according to the results on the city’s website.
